In main vessel, disperse hydroxyethylcellulose of phase A in lukewarm water with high agitation. Mix until solution is clear, free of lumps and uniform. Add remaining ingredients of phase A with continued mixing while heating to 60-65°C. When phase A has reached a temperature of 60-65°C, add phase B ingredients individually into main vessel. Continue mixing batch for 20 minutes while holding temperature at 60-65°C. Reduce mixing speed and begin to cool batch to 40°C. When batch has cooled to 40°C, add phase C. Mix until uniform.
